Jay serves as Regional Property Manager at Horning, where he oversees operations across multiple properties in Washington, DC, and Maryland. With more than 30 years of experience, he brings a steady, collaborative leadership style and deep expertise across both market-rate and affordable housing.
Jay previously served for 15 years as Director of Affordable Housing at Horning before taking on an Asset Manager role with the Housing Opportunities Commission of Montgomery County. His experience spans HUD oversight, tax credit compliance, lease management, and day-to-day operations, giving him a well-rounded and practical approach to leadership.
He is known for building a culture of trust and accountability, where teams feel supported and motivated to perform at a high level. Outside of work, Jay enjoys playing golf, working out, and spending time with his grandchildren.
